Bobcat 743 fuel Question

I have a 743 Bobcat and I been having a problem with the machine cutting off after about 5 mins running. The primer bulb would collapse after squeezing it. Well to make a long story short, I found a collapsed hose that goes to the pickup tube. There is a small valve between the primer bulb and hose that goes to the pickup tube. My question is what is that valve for and should it be on the supply side as it is or return side?
 
I assume it is a check valve since I can not see it , it is there to make it easier to prime, there should be a check valve in the primer ball also, I would think that if the primer ball is good that the one in the tank really would not be necessary if it is bad , one check valve if the hoses are good and no leaks should be all you need to keep the fuel pulled up. If the hoses are collapsed that means there is a restriction or blockage on the suction side.
 
It was the hose in the suction side behind the tank. Looks like someone didn’t have the suction hose in the groove of the tank and it was flattened when secure strap was tightened.
