I have a bobcat 743 when it's not running you can push it around with no resistance at all. You have to park it on flat ground or scotch the tires. Or you can push down the center pedal to lock it down. I also have the problem of it has not got enough hydraulic power to turn or push dirt. I think I have narrowed that down to a bad charge pump but I don't know if these problems are related. Anyone with any info would be greatly appreciated. Thanks

A bad charge pump won't be the only cause I don't think, I'd suspect pump wear and even motor wear.
It really shouldn't move easily when shut down, yes it will move, but not without a good amount of force to do so if everything is in good order.
It may be time to pull the pump and check out the wear plates and go from there. They do wear over time, there is another thread covering this. A piece of glass and sand paper you can sand out any scoring in the plate if it's not too deep.
