Bobcat 743 Bushing

I am replacing the 4 bushings on the pedal and steering components. I have the tension spring off and now attempting to get the plate (with the cam adjuster bar) off. It appears to be loose but won't come off, what is holding this on? Is there a special tool to remove this?

You need to loosen the pintle arms that connect to the steering levers at the pump, these will slide off the pump and allow the plate to come off too.
Assuming I'm thinking about the same part you are.
