bobcat 642b questions

Hi, I have two questions regarding my bobcat 642b. I removed the chain case covers to change the oil and fix the parking brake, and was wondering if it is acceptable to reseal it with silicone or if it must have a gasket for the thickness it adds. Without the thickness of a gasket i feel that the parking brake block may sit too low and the front cover chain guide may rub on the sprockets. Secondly, does anyone know if the parking brake should have a return spring? Mine does not but it seems like it should. It has the cast lever and a stamped one that appears to have no function, unless a spring is supposed to attach? Thanks for any help!
 
Silicone is ideal for the covers, it keeps the water out better than a gasket on its own.
As for the brake, there should be a spring to keep pressure off the brak discs. When its all in place, the brass pucks hold the discs so they won't touch anything.
The cast lever should have a flat piece of steel under it from memory with a loop for the spring to attach to. This had another tab that was held in place by a bolt for the inspection cover.
