bobcat 642b engine won't rev

I have a bobcat 642b with a newly rebuil 4g32 mitsubishi engine that ran great after rebuild and now will not run enough rpm all of a sudden. I checked the governer and it had oil in it. Any suggestions?
 
Did you work on the governor yourself? Sounds like the rack is frozen.
Found the problem after some closer inspection. The linkage between the throttle and the carb was broken and flexing at the governer causing it to not move the linkage far enough. I removed it, welded the linkage back together, and reinstalled it. It works great now. Thanks
