Bobcat 443B repair help!!!!!!

I'm looking to buy a Bobcat 443B from my friend. He bought it as a project a few years ago and hasn't really messed with it since. He said the little Kubota diesel seemed to run fine, and the boom moved up and down, but the machine would not move. He does not know what's wrong with it. It comes with everything including an old bucket and the quick attach. It's missing the fuel filter housing and the radiator fan though. Worst case scenario, how much could I be looking at to spend on parts to get it moving? We really don't know what the issue is. Also, should I buy it from him for $1,300? Does this sound like a good deal?? PLEASE HELP!!
 
You really need to get the engine running to determine why it won't move. It could something as simple as the parking brake solenoid($$) to the hydrostatic pump being shot($$$$$). Would the worst case scenario be replacing the hydrostatic pump? What's a good price for a replacement pump?
