Everything else has constant power besides the computer. Turns on, turns off. Ignition relay is clicking. Been trying to track down the problem for 2 days !

All fuses are good all relays are good. Gets 11.8v at the connector to the computer. But not constant

watched the video and the on and off is steady, like it is powering up and the computer does not like what it sees and trys to reboot or maybe a thermal overload switch is kicking in and out? I would not think that it is not a battery source problem with it ,like the panel has a loose connection. but to verify if you could find the hot that feeds the panel, put a volt meter on it and see if it does the same pulsing. weird

moving the meter around in various places on the machine might help to see where you are getting or not getting the voltage swings.
