Going to remove frost plug for engine heater and will also replace antifreeze. If I use the drain to remove the antifreeze, will that get it low enough to remove the frost plug and is that getting most or all the antifreeze out for the new stuff?

The block drain will definitely get all of the coolant out of the block, if you want a complete drain you'll need to remove the lower radiator hose. Best to do this on the water pump, as twisting a stuck hose on the radiator outlet might cause a leak due to it being fairly flimsy.
