94 -753L parking break problem

I jumped into my skidloader today and cranked it up and went about 25 feet and the parkbrake engaged shut it off and restarted and it released and I moved about 10 feet and it engaged again, after a few more times of this it is locked I replaced the silinoid and hear it ingaging but still wont move..any and all help would be very welcome...

How cold is it there, could it be ice?
What happens when the brake clicks and you move forward and backwards a little, does it free up? some times then there is some load on the brake it will not release the wedge till it's removed by reversing the force. Mostly this is an issue when parked on a hill.

Clean around the brake pedal and switch crap in there can do this
