873 brake doesn't disengage

Greetings. Searched the posts but didn't find a solution: I have an 873 Bobcat (I think a 1997 model) and the brake actuator parts were not installed when I purchased it. Thus it will roll when not on level ground unless I stick the bucket in the ground. I located the missing parts and installed them but the brake will not disengage. Here is what I know. A. The solenoid works when I put power to it B. The switch on the foot operated parking brake pedal is operational C. The holding voltage for the solenoid of about 8 volts is present D. There is no actuation voltage at the harness to the solenoid. E. The green light on the indicator panel is flashing All other functions of the machine work fine. The seat switch works. The safety bar works and the unit drives and operates as expected. Where should I look next. I would like this function to be operational.
 
Flashing means there is an error, i's start at the traction lock relay. See if it is ok or not, you should be able to swap it with the glow relay and see if it works or not.

The number of flashes is a code.
