863 with code 16-07 traction problem

i have a 863 that gives a code 16-07 and a 28-02 and it only flashes one flash on traction light and i am unsure about both codes ?? any ideas ??

I'm unsure about the diverter valve. Does the machine move, or is the traction lock engaged all the time? The traction lock solenoid is between the operator's feet on top of the chain case. Do you have a manual?

No idea about the diverter either.... Never seen one that I'm aware of.
