863 turbo f-series travel problems

Upon startup the travel is engaged and unit will take off. I have pulled the park brake solenoid and their are no components in it, just the solenoid w/ no parts. I removed all linkage from the pumps and removed tires and blocked unit off ground. The shafts on the pumps are very very sensitive and dont seem to want to center to nuetral, if they do they wont stay their after every startup. any ideas or should i remove pumps to check for wear on shaft and internal parts.
 
Its possible your shock absorbers on the steering levers are not working correctly causing it to not be holding correctly. Are you sure the adjustment is right? Adjust the right side first, then adjust the left near the spring. Make sure there is NO play between the arms and the metal stops.

Thanks for the help, blocks on travel adjusters were worn badly at rollers.
