843 slow crank

Hello! I have a 843 with the perkins diesel in it. Over the last year or so I have had a slow crank issue. Meaning I turn the ignition and the machine will crank half a round then stop and repeats. Almost as if the battery is nearly dead. I have tried two new batteries, cleaned all the connections and still the same thing. In previous attempts If I had the battery fully charged, the machine very warm, it would spin the engine enough to start but recently I moved it into my shop to search for a hydraulic leak (found it on the lines next to the battery) and now I cant get it started no matter what I try. Just turns over slowly, maybe half a turn at a time. I have turned the engine over with a bar and it doesn't seem like anything is hung up (its easier at half a turn than the other, but nothing seems hydro locked or broken). Ideas to try? New starter? Hydraulics locked? Thanks in advance!!
 
I know this is apples and oranges but my perkins in my jcb backhoe seems like it was under powered as the starter goes. I ended up putting in a battery warmer and a block heater to get it to turn over at a good starting speed. It is only needed in the winter. It seems to me that it should have been made with 2- 12 volt group 31 batterys or a 24 volt system . It cold starting diesel ignitor in the intake has never worked right either. I am not a big glow plug fan but I wish it had them.
 
Update: tonight I worked around the machine doing positive side voltage drop tests to the starter and everything was pretty close to where it should be with the exception of the positive battery terminal to the B post on the starter which was showing close to .8 volts of drop. (I’ll change out that battery cable). But when I started checking the ground side I got almost 8 volts from the engine ground to the negative battery terminal. I started by cleaning the engine ground as it’s right there. Put it back together and while I was reaching back connecting my meter to the negative post. I wiggled the other end of the engine ground wire at the connections. I went to test the drop again (without using the preheat and in a 30 degree I heated shop) It fired right up!!! I was filming my multimeter with my phone as I didn’t have a helper around tonight and that time when it fired I only showed .015 volts. I warmed it up and then started it 4 or 5 more times. I’ll change out the positive cable as well as the engine ground cable and fingers crossed I found the issue. (Can’t believe I missed it in the first place) If that doesn’t solve it and the gremlin comes back I’ll be back looking for more help! ;-)
