843 boom lowering

I am having trouble "easing" the boom down smoothly. When I try pushing the toe down slowly on the left pedal, it jerks downward suddenly. Is this usually a hydraulic problem or a linkage problem?? Also, were the hydraulics designed so you can run at partial throttle? (for doing precision work) Will you damage the hydraulic system running partial throttle?
 
I would look at all the linkage for the boom pedal. If you have to fight one tight pin, that will make the action jerky. You can run the engine at what ever speed you want, the hydraulics could care less. They will be slower at loower speeds.
