7753 - throttle issues

Hi all I just bought a 7753. Orange throttle lever moves fine but does not rev up all the way for max rpm (about 2/3). Tried adjusting linking near motor and readjusting the bar to the swivel knuckle and still no luck. Any suggestions? My manual does not go into detail about the throttle adjustment. thx in advance.
 
Does it rev all the way up if you move the linkage at the motor?
if not, i suspect you have a fuel supply issue. Not enough fuel and it will not rev all the way up. Even plugged air filter, but that would smoke like mad

Yes it revs up all the way by the motor. Lots of power left in this thing. Just cannot get the lever to get to full throttle

Behind the throttle lever is a "horseshoe" shaped spacer that has two allen head grub screws, one on each side that act as throttle stops for max and min. Try to adjust the stops or try flipping the spacer around, its possible it got installed backwards,
