Clicks, you mean you can hear the stems clicking or just the switch?
Check that you are getting power to the coils on the control block, and that the coils are good.
You can remove them from the stem, put a screw driver in the coil hole and activate the aux hydraulics, see if you can feel that is is magnetizing.
If it does, there is a good chance your stems are stuck. You can open them up and free them up if they are not damaged, or you can buy new ones.
