763 slow to get fueled up

Was trying to fill up the 763 and it will not take filling up very fast. There seems to be something in the end of the fuel hose in the tank that will not let you run a hose into the tank. Is this standard equipment or something that previous owner had put in to keep from having fuel stolen. Also can anyone tell me how to tighten the main drive belt to the pump??

There is probably a filter screen there. I had a 751 that had a brass screen at the entrance to the fuel tank, you need to take the hose off and pull it out, yours is probably plugged with rubbish making it fill slowly.
