753 hydrostatic motor problem

I have a 753 bobcat and have been experiencing no power to the right hand drive motor. I took out the motor and resealed it and put it back but had the same problem. Today I switched the two motors and the problem is now on the left side so I believe the pump is okay and something is wrong with my drive motor. I took apart the motor again and all the seals seem to be fine and in proper placement, put it back in and same problem; no power forward or back. Anyone know what I should check next. The only thing I didn't touch is the two allen wrench head screws on the side of the motor because I don't know what they are. Any ideas? Hope you guys can help.
 
The two allen head screws hold in the shuttle valve. You need to remove them and check the valve for scoring and make sure the springs are good.
