742 w/ Ford 4-cyl Zenith carb Float Spring Orientation

Hello, Craigb93 here, My 742 uses a Zenith updraft carb. The carb float axle has a small longitudinal spring on it. Each end of the spring has a straight end. The spring can be installed, I think, to either cushion the float as it closes OR help push it closed. I have not found a source for the correct answer. Orientation is not obvious. Years ago the machine would respond smoothly to the governor to pick up load. Now not so much. It just stalls as load is applied. Starts easily hot or cold but just acts lean to governor input. Small question needs an answer please
 
If it is an arched blade. Something like a car leaf spring, the arch pushes the axle into the pocket and is usually simply held by the carb being assembled and screwed together.

This spring more nearly looks like the spring in a clothes-pin. The axle goes through it. One end can rest against the float, the other against the carb top. It can be wrapped to assist or resist float needle closure against the seat.
