A bit of an update - I managed to access the back of the valve thru the engine bay. The cap on the tilt spool refused to come off easily. I was able to release the linkage on the spool and pull it out of the valve body. I’m thinking that the ‘stickage ‘ of the cap is what’s causing my issue. The weep hole in the cap is blocked with corrosion. Finally got it off and it’s so bad, several pin holes in addition to the weep. Off to the dealer today to seek some parts!
