610 starter issue

Hi, This is a newer starter on a motor that sat for a few months. Put new battery in and it clicked a few times then nothing. When you turn the key the volt gauge barely drops. Ground is good. So I tried the ol tricks; power straight to start post and then straight to the post the goes from solenoid to starter, nothing. I got a meter out and found with power off or on the small post for the start signal and the post that goes into the starter body show continuity to ground. Is that normal?
 
That pin should have resistance to ground. It is a coil that has one end to ground the other you apply 12v to and it pulls.
Sounds like the contacts in the starter may be bad. Never hurts to open it up and have a poke around and free anything up that may be stuck.
