610 only has low speed

This is my first post. I just bought my first skidsteer. It's a m610. Got it from my neighbor for 300. Came with smooth and tooth buckets and pallet forks. Tires are excellent. Has 1600 hours. Just needed a tune to get it going. It only has slow speed. When I push lever I can hear hydraulic pressure but belt stays in same place. Maybe 2mph. All hydraulics work great with no leaks anywhere. Should the sheaves move? This thing has sat outside and I have greased both sheaves and no difference. What should I do next? Thank you.
 
Update. I just soaked front pulley with big spring with PB blaster and whacked it with 2x4 and hammer. It moved and belt went down. Still not faster. When I push lever you can hear engine bog down like it has a load and no change in speed. Any ideas? I have a service manual and its not very helpful.
 
These guys may have a better method but.....I would start by disconnecting the line at the 'variable' sheave.....start the engine and see if in fact you have pressure at that point when you activate the valve. *USE EXTREME CAUTION* not to get your hand near the belt or zerk on the variable speed when engine is in operation. If you have pressure move to the variable speed sheave and then on to the 'jackshaft' sheave......if not go back to the valve. Should you choose to use this method...the swivel on the line will be at the valve. You will need to first disconnect at the valve, at least loosen the retainer bolt (bolt that holds the line securely away from the belt) disconnect at the variable speed sheave and then reattach at the valve to test it. You will probably need a service manual. Using the SWAG method.....my money is on one of the two sheaves being seized but it could be in the valve.

Well if the engine bogs down when you activate the valve you have pressure so the problem is likely in one of the two sheaves.

Is the sheave on engine supposed to open and close? The belt is all the way down on that one and up on top of secondary sheave. I did not touch sheave off engine.

The sheave on the engine is the 'variable speed' sheave and yes it is supposed to open and close (hydraulics). When it closes the belt will ride at the very top of the sheave and the bottom of the 'jackshaft' sheave (opening the jackshaft sheave). If, when you activate the valve, there is no movement at all in the variable speed sheave, you will probably need to rebuild the sheave assembly. *manual*
