5600 tool cat work lights won't work

I have checked all fuses and swapped relays with other functions and still no go. I also checked bulbs. Where else to look for problems?

I work for a Bobcat dealership in Ohio, in the past we've seen rubs in the wiring harness causing a short to ground. Also we've had to replace the control panel, key less panel $1122.52 & keyed panel $960.62 we would need the serial number to verify the correct panel.
