4840 won’t start

I have an E series 06 4840 with about 1600 hours, the other day I went to start it and it turned over for a bit and acted like the battery was going dead. I put my charger on it and it still did the same thing. The battery tested good and I'm getting good voltage to the starter which is almost new as well. I did notice the machine was trying to move while I was starting it, like the parking brake switch isn't working. I'm guessing if it's not working it's putting a load on the engine which is why it's having a hard time turning over and starting. I tested the switch in cab and it's working. I did also notice that lately the machine tends to travel ahead slightly when I let off the levers. Is there a way to adjust that? Looking for any advise, thanks.
