2064 has little to no hydros

Hey all I'm new here. I have a 2064 and a buddy had it and said all was working fine until he killed it. He said he got back on after about 20 minutes and the problem started. It drives fine but the lift and bucket tilt don't want to work. It has foot controls. The arms will lift very slow about 2 foot and stop. Of you have weight in the bucket it will stop before that buit you can get io inch up if you hold the pedel and hit the tilt pedal real fast. When you go down you have to lock the pede into float and than it goes down real fast. Any help would be greatly appreciated.
 
Sounds like a safety interlock issue. Are there lights or anything to tell you when the seat or seat bar are not down.
If it has this system, it locks the hydraulics out to try and keep the operator safe.

No lights or anything. The entire machine runs, moves, and operates normally except for the up and down for the arms and tilt. I understand now that there are different controls for the lift and the drive so its making me think there could be an issue with the control valve for the lift.

The only other thing to try is to cehck that the aux hydraulics are not stuck on, this would cause issues with the lift/tilt.
