I turn the key and have power and when trying to start it loses all power for a second then all comes back and throws M0309 low voltage code for a minute then goes back to normal but does this every time I try to start it. I've put a new battery on it and a starter as well as checked fuses, relays, and voltage to starter and alternator.
 
It seems to me that you have a resistance problem , there is enough of a electrical path for low amp draw to turn things on but on a high amp draw the connection can not pass the starting amps, I assume that you checked the battery connections when you replaced the battery you need to check all the other starter connections including the grounds. I have heard of water intrusion into cables eating the conductors from the inside so they are not visible, so keep that in mind. It might not hurt to use a load tester to see where the amp fall off is.
