2007 Case 410 starting/running issues

Having some issues with a 200-hr (not a misprint) 410. I bought it with 100 hours in 2009 and it gets mostly light duty around my country home. At about 175 hours it starting running not as smooth; down on power; some black smoke out the exhaust. I changed both fuel filters and ran it for a short time without the air filter. No change in performance. Last weekend it would not start. Engine turned over but would run. Battery did not seem to be fully charged. Voltage meter indicated 10.9 volts before I turned the ignition key to start the engine. Could not get it jump-started; no change when I put a charger on the battery overnight (next day, charger indicated the battery was fully charged). After visual inspection of the engine, there is some oily residue around the oil filler tube (see pic at http://john-stichnoth.com/Case410head.jpg). I also noticed that there are two threaded holes on the top of the head (visible in pic) that would seem to have been intended to have bolts in them, but do not. I don't know how much of this is related to starting issues, but looking for some guidance before I give up and take it to the professionals. Thank you.
