1996 753 skid steer

I'm fixing up an old 753 that has been abused. I have changed all oils topped everything up. It has a loud whine when driving forward and no power is going to the wheels. Any ideas?

Have you checked if the hydraulic belt is tight? Its located behind the battery. The belt comes from the flywheel to the hydraulic pump.
