1978 Thomas 1200 Parking brake problem

Moving my brake handle does nothing . The knob on top does go in and out but does nothing . I haven't been able to find anything in a service manual on how to troubleshoot or repair the parking brake . As well I'd like to know if when the parking brake is working and is applied , does it force into the neutral position ?

Ah come on guys there's gotta be someone out there that either has a 1200 and can tell me how the parking brake operates OR has worked on one . What I do know is it's supposed to operate a brake apparatus on a shaft but I can't find reference to it in a parts or repair manual . What I'd really like to know as well is if it forces the control handles in neutral . Cheers
