1978 825 fuel system question

I am helping a friend with her 825 skid steer. So looking at the fuel lines What is the line that runs fron the fuel filter to the intake manifold? (Line comes off of the number 4 port on the filter housing.) I pulled the hose from the air filter to the manifold and it has standing fluid in the manifold. The only place fuel could get there is through this line. I did drain as much of the fluid out as I could. It is having issues starting. I installed a new starter tried to start but battery is dead. Did try to recondition the battery no luck. Waiting on new battery.
 
so I found out that the fuel line is a cold start aid. You apply 12 volts to the fitting and it bleeds fuel into the intake and ignites it. From what I have seen it helps preheats the air before going into the cylinder. So My guess is that the this element is leaking by. I will replace it and maybe no more fuel leak.

I have never seen a setup like that before, sounds interesitng.
Hopefully that is the issue and no more fuel leaks.
