1845c Weak Drive motor after replacement

I have a 96 1845C. Bought it used and it has always been a little weak on the left side drive. Started getting worse especially when it was hot. Tested the hydrostatic transmission and got good pressure using the the first test in the shop manual. Tried the next step which had me applying power when the e-brake was on. Left side pressure dropped well below specs which was supposed to point towards the left drive motor being bad. Bought a replacement one from China and it seems weaker right out the gate, like how my old one was when it gets hot. I changed the hydraulic fluid while I was at it. This uses the Danfoss omt 250 151b2047. The replacement motor had that tag on it but the shaft was 7 mm longer than it should be and I had to cut it down, plus the controls were backwards once I hooked it up. So it could be a crap motor but what else could it be?
