1840 case diesel. New fan radiator belt thermoset anti-freeze cool to the touch. sending unit?

the problem might be in the wiring harness , temporarily disconnect temp sending unit see if problem goes away. if it does it is the sending unit.

Is there a overheat sensor ? Had similar issue on a vortec 4.3 .,debris around the sensor chamber giving localized boiling ,gave the cooling system a aggressive flush ( alloy wheel cleaner ) to sort
