1816 starting problems

Hi im new to this site, but im looking for some help. I have a 1816 case skidsteer. Im having starting problems with it. Heres the situation. I have to jack up one side or the other to start it. If i jack up the right side it wants to move the front tire, but the clutch is disengaged. Any suggestions on how to try and solve this. Put a new starter on it and new belts. Hanks for the help
 
No aux hydralics. It has a hand cluctch. Found a weak spring on the belt drive.
I know aux hydraulics were an option, but it's rare to see an 1816 with them. It's prohibitively expensive to add them. The 1816 is about as simple a machine as there is. If you have motion with starting, it has to be the clutch. One thing I just found out yesterday is that all the juice runs through the ammeter. If the meter goes bad, the machine won't start. It's easy to bypass the meter by connecting a short piece of wire across the two terminals.
