Is the foot pedal locked up for bucket lift or tilt? If it's a late enough machine there are solenoids in the valves that have to be electrically activated to allow the bucket pedals to operate. They are located on the lift tilt valve block, near the point where the linkage meets the valve spools.
There is a procedure in the manual for that. I have winched machines onto trailers by removing the traction lock solenoid and then opening the chain case and pulling out the lock bar. You can't go very fast but you can tow the unit. Memory tells me less than 3 miles per hour.

You might consider a Genie or JLG 19ft. 5K reach fork. There are all sorts of buckets and other attachments. They're the same machine offered by two different brands. Terex had an identical machine and they are all pretty useful. The JLG unit is called a G19-5. FWIW.
