It looks like a one way flow restrictor. This would allow full flow in one direction and would limit flow in the other.
As installed, it would limit flow when you retract that cylinder. Did that cylinder move faster on extend and slower on retract?
If that is actually what it is, someone may...

Three questions:
1. Do your auxiliary hydraulics work on other attachments?
2. Is the vibrator just a hydraulic motor that spins a weighted shaft?
3. Does it do the same thing if you reverse the hydraulic flow?
There is a simple procedure for testing cylinder piston seals. Disconnect the hose at the base end of the cylinder and cap the hose and the cylinder connection. Attempt to RETRACT the cylinder with the control valve.
If the cylinder EXTENDS the piston seals are bypassing.

If you are blowing that seal, then either:
1. You have excessive leakage that the case drain lines are unable to handle.
2. There is not excessive leakage, but a case drain line can not flow the volume due to a restriction or blockage.
You could add a tee fitting at the case drain filter...
The valves on some backhoes require the oil to flow through the valve in a specified direction. If the flow is reversed the valve may not operate the cylinders or they may operate very slowly.
Take the couplers off the hoses are swap them. Then connect them back to the loader and try it again...

If you have zero on the gauge, the charge pressure relief valve may be stuck open.
On my 763, the Charge Pressure is supposed to be 200psi when the oil is 120° F. Does your gauge allow you to determine pressures from 0-300psi?
