It is the pickup tube in the tank, at the bottom of it is a screen and it is weighted to keep it at the bottom. The screen is blocked and not allowing the fuel to enter the pick up line. The pump continues to try and suck the fuel out of the tank but since it is blocked, the bulb goes flat...

I had this happen to mine and it almost drove me crazy!! This will sound out of this world but my problem was a bad hydraulic hose coming from the chain case filter. Brdgbldr is correct that it is the seal going bad so I replaced mine. Sometimes it would last 20 min, sometimes it would last...
