I was able to get this working tonight. It was not reversed polarity, like I thought, but instead one of the four solenoids were not receiving power. Foot petal would unlock, but the hydraulic was shut. For those whom have this problem in the future, that was the solution

My thoughts too, but I just called the previous owner. They had the whole 240 working at one time, and they tried to repair the electrical, and really messed things up. This is why it's mine now. They have been very open with me about it's problems, and what it has or hasn't ever been able to...
