I solved the problem. I went out to troubleshoot the machine some more and noticed that the voltage gage was spiking up around 18 volts. I restarted the machine a few times and watched both the BICS display and the voltage gage. Whenever the voltage rose above 17 volts the BICS would start...

Brakes and Hydraulics lock-up while in use. When this happens, all the lights on the BICS are blinking. Release button will not release breaks until key turned off and machine restarted. New break soleniod, soleniod bar, and break relay have been installed and the issue still happens.
