I found the problem with the vane pump. The center section was flipped for CCW rotation. I flipped it so the arrow on the center section is facing the same way as rotation of shaft. I made a video explaining it better, hope it helps others.
I figured out the problem with my vane pump. It was set up for CCW rotation. I flipped the center section of the vane pump around and now I am getting pressure out of the output instead of vacuum. I am posting a video so others can learn from my experience.

What direction should the pump shaft turn when viewed from the rear of the Bobcat 743 machine? I just read that the1702 turns counterclockwise. Is that true? Can anyone verify by watching the shaft turn when cranking?

I have the entire setup apart now while I rebuild the Hydro Pump. This is the hose routing on the machine that matches the manual hose diagram. I also drew (badly) a diagram and took plenty of pictures. I hope this helps someone else in the future.
