Yes, the stock 743 will move if you bump the R/L wheel-drive levers, but I have never found it to be an issue. The levers have to be bumped a lot to get much movement. I'm not saying I have never bumped them (or hooked a shirt-sleeve on one), but it isn't a real problem.
The only lock out bobcat have is to block the pedals so it will not lift or tilt, the park brake stops the steering levers move the machine.
Give me a few days, i'll try and get some pictures of the centering system. You have the main part that is needed with the holes cut in it. It uses a spring and stops to hold it in neutral.
Can you look up my profile and send me an email? i can hopefully get you a copy of a 743 manual that will show how it all works.

Forget that, i'm an idiot, you already emailed me a few weeks ago.... I just need to find it and get you a copy of the manual to have a scratch through.

No good about the truck, i hope you got it going again.

Is this the block im looking for that merges the returns to add to the suction? ordered the cooler friday......ive ran it a touch (ehough to move my generator inside the garage and get her firing) but only 5 min at a time untill i plumb the rad into the system......im pretty happy with the movement and function it is really responsive and centers itself really well and with just a tap in the right direction (if it does creep a bit) i find myself much more confident that this project is well on its way to being buttoned up

Yes, that is the Port Block (item 18). The T with one port open and one with the red cap goes to the cooler and Control Valve return; on the stock system the open goes to the cooler. The big (capped) port behind that T (in the LH picture) goes to the reservoir, but keep in mind that there is a gravity feed to that port from the reservoir.
