Went to clear snow this morning and when I started the bobcat there was a loud screaming noise. I isolated it to the blower that is under the radiator. It is -20 so I put a heater to it to see if that would make a difference. Let it warm up for about an hour. Started it again and the noise was still there. It then all of a sudden stopped and I proceeded to clear snow. Well what do you know, the engine started getting hot. I got out and looked into where the air comes out on either side of the blower housing and no air. The blower itself was no longer spinning. My question is what could be broken?

Fan belt and tensioner.
Pretty much. I went in and found the belt off. On closer inspection the pulley on the end of the fan gearbox was loose and just spinning. The key was missing. The pulley has some play with the shaft so I guess I will take it all out so I can inspect the pulley and tensioner. The shaft does not appear to have any damage. The tensioner seems pretty weak. I can quite easily use just hand strength to move it. Is that normal?

The spring isn't the the strongest so as long as the tensioner moves fine, it should be fine.
