I have a friend with a late 90's (98?) 763. He has been having problems with the machine creeping when the controls are in the neutral position. We've looked over the procedure to adjust the stop bars against the cams in the manual and my question is this. We have it off the ground, but as soon as we try to start the motor the drives engage, is this normal or should the drives remain "off" until the Trac-loc switch is pressed? (Also we are not using a remote start box)

Yes that is normal. The traction lock just releases the brake. Release the brake and stand between the the wheels on the left side of the machine. adjust the left side first. don' forget to loosen the four torsion bushings and the right side block. adjust the left at idle then rev up wide open and see if it stays neutral. then go on to the right side. then tighten up the torsion bushing. oh and make sure pintal arms are tight on the shafts before trying to adjust.

Finaly got around to looking at the machine again to finish adjusting the neutral settings. When we try to start it the engine just dies due to the adjustment being so far out and the hyd. wanting to engage on start up. Does loosening the 4 torsion bushings you mentioned allow the pintle arms to got to a realitive neutral possition?

no. that allows the neutral to be set. there is a very good link on this site on how to adjust. release the traction lock before starting. IF you have it jacked up
