731 wont turn left or right

had pump rebuilt checked filters resealed both drive motors new fluid i jacked it up and it would turn left or right but on the ground would not turn left or right makes a growling noise please help i am going crazy
 
i run it for a few minutes how long does it take. will i need to bleed it?or will it bleed its self i can not figure this one out. could it be that new pump?
What I do is take the charge pressure sending unit out and screw a barbed fitting in. Then connect a piece of clear tubing and run it to the hydraulic tank. With the machine up on blocks, start the engine, run at full throttle and move the steering levers full forward for a couple of minutes and then backwards until no air bubbles flow thru the tubing.

were is the charge pressure sending unit? is it in front of the square block thanks for your help

Yes, it's the larger one on the front of the square block. The smaller one is the hydraulic oil temp sender.

There really isn't anything left.... Unless they really stuffed the pump up when they re-built it, but its hard to believe if they knew what they were doing.
Are you getting charge pressure?
