753G Headlight Problem

Hopefully someone has some ideas for me, just bought a 753G (2001) the front lights don't work. Fuses are OK, new relay, replaced the lamp holders and I have 12V at the lamp holders but bulbs don't light (they are new as well). This has me stumped any ideas?
 
Grounds are good?
I'm asuming you tested and found power at the back of the bulb when you press the switch with the key on? The switch lights up when you press it?
Tail lights work? Reverse lights?

On my 763 there is a ground post for the cab harness located close to the connectors. There is also a ground strap at this location to ground the cab to the machine frame. Raise the cab and look at the back wall above the fan, to the right of the hydraulic tank. Trace the harness about 12 inches above the connectors and you should see a ring terminal break out for the cab harness ground. Clean and inspect the terminal and the bolt that connects to the cab. There is a ground strap, a piece of 10 or 12 gauge wire with ring terminals on each end. It attaches to the cab and the machine frame. Clean and check both of these connections as well.
