case 1835b runs erratically and won't shut off

I have a 1985 case 1835b that just started acting up. Symptoms are at times rpms will climb without moving thtottle. Also when it's acting up I will shut the key off and the rpms will drop but it won't shut off. I usually set the brake and drive forward to stop it. Most of the time the machine runs fine. Any ideas before I pull the injection pump. I did replace the fuel filters last fall.

Diesel or petrol? If petrol, it could be a bad connection or even a bad alternator that is keeping on feeding power to the coil when you turn the key off.

A long shot, but is it using oil?
If it is, the higher revs and running on *could* be it sucking up engine oil and burning it, it is a long shot though.
