wheel motors..won't turn?

thought maybe was that wheels were on floor even though that didn't seem right. I put the little mitey mac (gehl 2500) up on blocks so wheels were 1 inch off floor. the two wheel motors are connected together with what I think is called jack shaft. but neither one will turn? no engine in it so belt is loose.. should they turn by hand? Im afraid locked up from sitting who knows how long. the wheels them self rock back and forth until chain slack is taken up. I got the 'T' handle in center for Neutral but just cant figure out why can't even budge. Motors should atleast have oil fim in them so can't image they are rusted up inside?
 
Not sure about the T bar arrangement, but if it's in the neural position wouldn't that be like a cylinder with the control lever centered? No oil can go into or out of the motors, so they would be in essence hydraulically locked. Try setting the controls to go forward and see if the wheels turn.

tried that.. nothing changes. I took the chain covers off and chains look good. I can push the buttons in on the wheel motor and get the skid into free mode for towing- but nothing I do gets the jack shaft that has the 3 groove belt pulley on to move. maybe couple inches back and forth. Thinking about separating the two sides by removing the rubber pad that ties them together and see if one side or other will turn individually. I'm thinking water may have rusted a shaft bearing on one of the sides? it isn't bad looking though in the lower areas so don't think sat outside?

That would be the next logical step, the driven shaft should turn freely all the time or the engine wouldn't be able to turn.
If everything is ganged together and you can separate them it should be easy to find the culprit without having to tear everything down.

i had a similar issue but i coundnt figure out the problem, i was on the road when this issue ouccured so i had to take a towing roadside assistance nyc service in emergency.
