Unknown why it was stuck but when I opened up the caps which were secured with allen head screws, I immediately saw that the spool was sticking out on one side more than the other. I had to hit it with a hammer to unstuck it. I also had to push the spool back and forth many times to free it enough to pull out. I cleaned and replaced it; working it back and forth.
