T320 Tilt issues

I have a 2009 t320. The tilt(also the lift but not as bad as the tilt) won't hold. I rebuilt both(all) cylinders still leak down faster that tilting back. I unhooked on line on one cylinder and it doesn't drop any. No leaks, bypass valve looks fine. I'm at a loss on this and could use some advice

Spoil valve seals? While it's drifting down have you tried raising the seat bar?

I have not. I did replace the tilt hold solenoid and it seems to be working.
