There are many possible reasons, Kermode touched on most likely ones. Let us know what you find.Need more info. Will the boom pedal move or is it stuck? Could be the lock out to the pedal that isn't disengaging. Put a block under the bucket and tilt it down. Will the boom move up or will the machine lift off the ground? if the boom will float then maybe the float control is stuck on. Have you lifted the cab and looked at the control linkage? Maybe the linkage came apart. Too much hyd oil can't be the problem. Too little can be but not too much. I suppose the control valve could have completely failed and be bypassing but I doubt it. It could be jammed maybe. I have seen bits of o-ring jam control spools. Usually electric ones, Manual ones have enough force to open and close them, o-ring or not. The same pump runs the tilt and lift hydraulics so I doubt its the pump. I can't think of anything else off hand but I bet others can.
Check that the auxiliary hydraulics aren't stuck in detent....the right steering lever controls the auxiliaries.There are many possible reasons, Kermode touched on most likely ones. Let us know what you find.

Thanks for replying: The boom is locked in one position and when I push the pedal up or down the result is the same. It will act as though it's trying to move but doesn't. very similar to the way it would act if the belt was unlatched or the switch was in the off position. I would say it was electrical but for the fact that the bucket control works fine. It was working okay and all at once locked iin one position. I notice you said the pump runs both lift and tillt, so I suspect the electical saftey shut down would affect both also. The engine pulls down when the pedal is depressed as if its trying to lift. Sounds like your lift lock solenoid. Checked out lift solenoid, did not click but had continuity through coil. After removing complete coil and plunger it seems to perform on the bench. Sometimes though it may be intermitant. Were ordering a new part as it's too much work removing everything to take a chance. Thanks agian for your help. DonSounds like your lift lock solenoid. Is it a BICS machine? check all the lights are on
Check for power at the coil, check that the coil works too. You can lift the cab and run 12V into the coil, listen for a snap as the plunger unlocks, its very faint, but you can hear it. I don't know if its a 12v coil, so don't just wire it up and leave it on. This is a test only.
