Why is ROC different on track or wheel model

Hey guys, can someone explain to me why they rate track machines differently than Wheel skid loaders? I mean if you have two machines that both pick up 2k. that means that the track machine should be more stable lifitng the 2k weight as its only 35% of ROC as apposed to 50%. Just wondering what makes the diffrence
